A BILL to be entitled an Act to amend Chapter 2 of Title 20 of the Official Code of Georgia Annotated, relating to elementary and secondary education, so as to provide generally for open enrollment processes for students to transfer between local school systems and between schools within local school systems; to provide for rules, regulations, and policies; to prohibit discrimination; to prohibit charging tuition for transfers between local school systems, subject to an exception; to provide for appeals of denials of transfer requests; to provide for the submission and publication of reports; to revise the calculations for equalization grants; to provide for related matters; to provide for an effective date; to repeal conflicting laws; and for other purposes.

Looks to speak to school choice. It would create a state-mandated open enrollment process. No city schools would be able to deny admission if they had capacity or charge tuition. They would have to publish capacity numbers and if demand is higher than capacity, have a lottery process. This is going to allow for state funding to follow the student, as it will have an impact on the state QBE. Systems like Buford city schools will oppose because they can't charge the tuition, but it looks like the state and federal dollars will follow, just not the local taxes. Not sure if they will be able to get a supplement.
