A BILL to be entitled an Act to provide a new charter for the City of Clayton; to provide for reincorporation, boundaries, and powers of the city; to provide for the examples of powers; to provide for bonded and other indebtedness; to provide for accounting and budgeting; to provide for contracting and purchasing; to provide for sale of city property; to provide for bonds for officers; to provide for prior ordinances, current employees, and pending matters; to provide for penalties; to provide for definitions and construction; to provide for charter reviews; to provide for severability; to provide for related matters; to repeal specific Acts; to repeal conflicting laws; and for other purposes.
